About the implementation of the physical culture and health patriotic complex for schoolchildren of Ukraine "Kozatsky Gart"

With the aim of forming a healthy lifestyle, increasing social activity and strengthening the health of schoolchildren, educating school youth according to the traditions of the Ukrainian people and in accordance with the Decree of the President of Ukraine dated 04.07.2005 No. 1013/2005 (1013/2005) "On urgent measures to ensure the functioning and development of education in Ukraine", the order of the Ministry of Education and Science of Ukraine dated 09.06.2005 No. 349 (v0349290-05) "On the plan of measures for the implementation in 2005 of the Program of the Cabinet of Ministers of Ukraine "Towards the People"

I order:

1. Approve the Terms and Conditions for conducting the "Kozatsky Gart" physical culture and recreation patriotic complex for schoolchildren of Ukraine for students of general educational institutions, as a component of the future state program "Step to Health" (attached).

2. From the 2005/2006 academic year, implement the "Kozatsky Gart" (hereinafter the complex) sports and health patriotic complex for schoolchildren of Ukraine in general educational institutions, placing the direct responsibility for its implementation on the heads of general educational institutions.

3. To the Ministry of Education and Science of the Autonomous Republic of Crimea, the Department of Education and Science of local state administrations together with the physical education and sports departments of the Committee on Physical Education and Sports of the Ministry of Education and Science of Ukraine:

3.1. Develop organizational and practical measures for the implementation of the complex on the ground.

3.2. To ensure its implementation in accordance with the Terms.

4. To the heads of general educational institutions:

4.1. Create conditions to ensure that schoolchildren perform the amount of physical activity, develop physical qualities (physical culture minutes and breaks, "hours" of physical activity, classes in clubs and sections of physical culture and sports orientation, etc.) in order to prepare for monitoring the level of their physical development and health .

4.2. In April-May of the current academic year, monitor the level of physical development and health of schoolchildren in accordance with the requirements of the Regulations on the Organization of Physical Education and Mass Sports in Preschool, General Education, and Vocational Educational Institutions of Ukraine (z0909-05).

4.3. Create a computer database on the physical development and health level of schoolchildren in each general educational institution.

4.4. Highlight the results of the analysis of the physical development and level of health of schoolchildren and the ways of their improvement at final pedagogical meetings, school-wide parent meetings.

4.5. To ensure the mass of the 1st round of the festival "Descendants of Cossack Glory", involving the maximum number of students of grades 5-12 to participate in it.

5. Committee on Physical Education and Sports of the Ministry of Education and Science of Ukraine (S. I. Operailo):

5.1 Coordinate the activities of educational structures related to the implementation of the complex.

5.2. Develop sketches of complex paraphernalia (breast badges, posters, emblem, etc.).

5.3. Based on the results of work for the academic year, analyze the implementation of the complex and, if necessary, make appropriate corrections to its normative part.

5.4. Create an All-Ukrainian organizing committee for the "Descendants of Cossack Glory" festival and ensure its final tour in accordance with the Terms and Conditions.

6. The Department of Economics and Financing (Kulikov P. M.) when formulating the budget, foresee the expenses for the organization and conduct of the final tour of the festival.

7. To the organizing committees of all levels, cover the progress of the implementation of the specified complex in the mass media.

8. Control over the execution of the order will be entrusted to the Deputy Minister Ognevyuk V.O.

Conditions for holding the All-Ukrainian physical culture and health patriotic complex for schoolchildren "Kozatskyi Gart"

Introduction

The democratization of education, providing it with a state-national orientation requires the search for new ways to improve the quality of physical education of the younger generation.

At the same time, statistical data of recent years confirm the fact that a significant part of students of general educational institutions have unsatisfactory or rather low physical training and are unable to achieve those health standards that correspond to the level agreed by the world scientific and sports community.

Therefore, there was a need to radically reform the system of physical education in the field of education, to direct state policy in the direction of development and implementation in educational institutions of innovative technologies for physical education, the basics of a healthy lifestyle, and the development of children's and youth sports.

One of the primary tasks for the high-quality implementation of the mentioned approaches is the need to restore the forms of extracurricular and extracurricular work in accordance with their functions in the general education system, which, in turn, will provide an opportunity to ensure the comprehensive development of students' motor skills during the period of their studies at the educational institution , will contribute to the preservation and strengthening of the mental and physical health of children of all age groups, the development of the interest and habit of each of them in independent physical education and sports.

The acquisitions of the leading countries of the world, the best domestic experience and the analysis of scientific research confirm that the following postulates should be the basis of the modern ideology of the physical culture and health and sports mass movement in Ukraine:

a healthy lifestyle is the only real, economically and socially justified alternative to diseases, drugs, tobacco, and alcohol abuse;

purposeful motor activity is the main condition for a healthy lifestyle, the most effective means of disease prevention;

the formation of moral and material responsibility of each individual for the state of his own health and lifestyle;

directing the system of physical education to a specific person, taking into account his needs, values, natural abilities and the nature of life.

One of the important components on the way to a practical solution to the mentioned areas of modernization of the physical education system in general educational institutions is the introduction of a new physical culture and wellness complex for schoolchildren of Ukraine "Kozatskyi Gart", which consists of two parts:

the first — a complex of testing schoolchildren "Step to health" — determination (monitoring) of the state of their physical development and health;

the second is the physical culture and recreation patriotic festival "Descendants of Cossack Glory".

To implement the tasks of the complex in general educational institutions and with the aim of preparing students for the performance of specified tests, it is advisable to use during the year various forms of physical education of students: physical education lessons, physical education minutes and breaks, "hours" of motor activity in extended day groups, classes in sports sections and circles of physical culture and sports orientation, independent classes, participation in physical culture and health and sports activities, etc. At the same time, physical education classes can be held outside the schedule of educational classes, which will create better conditions for ensuring personal hygiene and combining various forms of physical education and health work.

All-Ukrainian Physical Culture and Health Testing Complex for Schoolchildren "Steps to Health"

I.Purpose and task

The "Step to Health" physical education complex for testing schoolchildren is the programmatic and normative basis of the system of physical education of schoolchildren in Ukraine, which aims to form a healthy lifestyle, increase social activity and strengthen the health of schoolchildren, and involve them in physical education as a component part of universal human culture.

The main tasks of the complex are:

determination and control of the level of personal physical development and health of schoolchildren;

assessment of physical health of each student, identification of lagging indicators for further development of individual programs for their improvement;

instilling in schoolchildren a responsible attitude towards their own health and the health of others as the highest individual and social value;

formation of healthy lifestyle skills in children and school youth;

creation of conditions for objective self-assessment and self-improvement;

increasing the motor activity of schoolchildren.

II. The structure of the physical culture and health complex

The physical culture and wellness complex is built according to the age principle and includes 6 age groups: 6-7 years, 8-9 years, 10-11 years, 12-13 years, 14-15 years, 16-17 years. The physical culture and wellness complex includes indicators:

amount of weekly motor activity;

special knowledge about the peculiarities of independent physical exercises;

physical development;

physical fitness;

functional reserves of the body.

Each of the above indicators is characterized by informative tests. For them, the numerical parameters of the so-called "Norm" are established, which ensures an appropriate ("safe") level of physical health.

As a result of the testing, it is established how much this or that indicator corresponds to the "Norm". The test results serve as guidelines for further correction of students' work to improve the level of personal physical health.

III. Organization of testing

Student testing is conducted in April-May of the current school year in accordance with the Regulation on the organization of physical education and mass sports in preschool, general education and vocational and technical educational institutions of Ukraine (z0909-05).

The form of testing (monitoring) is arbitrary and is determined by the decision of the pedagogical council of the educational institution. Monitoring results are entered into the database.

Based on the results of the monitoring, the school administration analyzes the state of health and physical development of schoolchildren, and determines ways to improve it. This information is brought to the attention of the teaching staff and the parent community at the end of the school year.

IV. Final provisions According to the analysis of the monitoring results in the 2005/2006 academic year, it is possible to make corrections regarding the content and normative part of the complex in order to harmonize them with the complex of current normative indicators and tests.

Requirements for the completion of tests of the physical culture and health complex of schoolchildren "Step to Health"

Terms

Schoolchildren who have passed a medical examination and been admitted to the test by a doctor, have sufficient physical fitness, are familiar with the equipment and safety rules during their performance are allowed to perform the tests and standards of the physical culture and sports complex.

If the student is not feeling well, it is not recommended to participate in the test.

Testing involves identifying the level of development of such physical qualities as: endurance (6-minute run); arm strength (bending and extending arms in a stop while lying on the floor in 30 seconds); trunk muscle strength (lifting the trunk in 30 seconds); agility (shuttle run 4.9 m); quickly - strength qualities (long jump from a standing position) and flexibility (forward bending of the torso, bending of the torso upwards from a position lying face down hands to shoulders, lifting the torso upwards from a position lying face down hands behind the head, lifting the torso upwards from a position lying face down down hands are clasped behind the waist).If the testing is done during one day, then the endurance test is done last. Tests can be performed in any sequence, as long as it does not affect the achievement of results in each of them.

Physical fitness tests can be used, if desired, in the form of separate types of tests at the end of the corresponding training section.

Testing can also be conducted in the form of competitions. Students taking part in testing must wear comfortable clothes and shoes. Exercises can be performed barefoot, with the exception of 6-minute running, shuttle running and long jumps. Examination of the physical fitness of schoolchildren should be carried out at the beginning and at the end of the school year, under appropriate sanitary, hygienic and weather conditions.

1. Bending the body forward from a sitting position

Equipment. A line AB is drawn on the floor and perpendicular to which markings are made in centimeters from 0 to 50 cm in both directions.

Description of testing. The test taker sits on the floor barefoot so that his heels touch the AB line. The distance between the heels is 20–30 cm. The feet are located vertically to the floor. Hands lie on the floor between the knees, palms down. Two partners (right and left) hold the legs to avoid bending at the knees during the test. At the command "You can!" the test participant smoothly leans forward, without bending his legs and trying to reach with his hands as far as possible. The position of the maximum inclination should be held for 2 seconds, fixing the fingers on the marking. The exercise is repeated twice, fixing the best result.

Result. A mark is determined (with an accuracy of 1 cm) on the perpendicular marking, which the participant reached with his fingertips. The result may be negative.

General instructions and remarks

1. The exercise should be performed smoothly.

2. If the participant bends his legs at the knees, the attempt is not counted.

3. The test is performed twice. The best of the attempts is counted.

2. Stretching the trunk from the position of lying on the stomach

Equipment. Gymnastic mat and centimeter ruler.

Description of testing. The test taker lies on his stomach and puts his hands to his shoulders. At the command "You can!" raises the body up. When lifting the trunk, the pelvis should not come off the floor. The maximum lifting of the trunk from the floor is maintained for 2 seconds. The test is repeated twice.

Result. The indicator is the distance from the suprasternal notch to the floor in the best of two attempts.

General instructions and remarks

1. The exercise should be performed smoothly.

2. When measuring the result, place the ruler to the right (left) vertically from the head.

3. Shuttle run (4.9 meters)

Equipment. Stopwatches recording tenths of a second, a flat running track, on which a 9-meter segment is marked, limited by two parallel lines, behind each line - two semicircles with a radius of 50 cm centered on the line, two wooden or plastic cubes (5.5. 5 cm.).

Description of testing. At the command "Start!" the participant takes a high start position at the starting line. On the command "Rush!" he runs 9 meters to the second line, takes one of the two cubes lying in the circle, runs back and places it in the starting circle. Then he runs for the second cube and, taking it, turns back and puts it in the starting circle.

Result. The time from the start to the moment when the test participant finishes running the fourth 9-meter segment is determined. The time is fixed with an accuracy of 0.1s, from the moment of the start to the crossing of the finish line.

General instructions and remarks

1. Each participant is given one attempt.

2. To create competitive conditions, it is allowed to test two participants at the same time, if the available stopwatch allows recording the result of each one separately.

3. The cube should be placed, not thrown. If the die is rolled, the attempt is not counted, and the participant is given a second attempt.

4. The run ends with the second cube in hand.

5. The surface of the running track or the floor in the sports hall must be flat, in good condition, non-slippery.

4. Flexion and extension of the arms in a supine position for 30 seconds

Equipment. Stopwatch.

Description of testing. The test taker takes a lying position, straightened and shoulder-width apart arms with palms facing forward, torso and legs form a straight line, toes rest on the floor (grass field). At the command "You can!" the participant begins to rhythmically bend and unbend his arms with full amplitude.

Result. The number of error-free bending and extension of the hands in 30 seconds.

General instructions and remarks

1. When bending your arms, you must touch the support with your chest. 2. It is not allowed to touch the support with the hips, to bend the trunk and legs, to be in the starting position, as well as with bent arms for more than 3 seconds, to lie on the floor, to extend the arms alternately, to extend and bend the arms with an incomplete amplitude. Flexion and extension of hands performed with errors are not counted.

5. Standing long jump

Equipment. A non-slip surface with a starting line marked and marked with 10 cm lines (place of intended landing), tape measure and chalk.

Description of testing. The participant gets into the starting position: standing feet apart, socks behind the starting line. Bending his legs at the knees, he swings his hands back, then sharply brings them forward, and, pushing off with two legs, jumps forward. You should try to land on your feet as far as possible, since the result is determined from the starting line to the point of contact with the floor (field) with the heels.

Result. The length of the jump in centimeters in the best of two attempts.

General instructions and remarks

1. If the test participant swayed back after landing and touched the floor (field) with another part of the body in addition to the heels, the attempt is not counted and he is asked to perform a second jump.

2. It is not allowed to tear off the feet from the floor (pre-jumping) before the jump.

3. The surface of the floor (court) should be such that the points of repulsion are at the same level.

4. The teacher is on the side and monitors the correct execution and the distance of the jump.

6. Raising the body from a lying position for 30 seconds

Equipment. Stopwatch, gymnastic mat (or carpet).

An assistant who holds the test participant's legs helps to perform the test correctly.

Carrying out the test. The test taker sits on a mat (carpet) with his knees bent at 90 degrees. The feet rest completely on the surface of the mat (carpet), the distance between them is about 30 cm. The hands are joined at the back of the head, the fingers are intertwined, the elbows touch the knees. Partner holds his feet. After the command "Attention!" the participant lies on his back, touching the mat (carpet) with his shoulders. At the command "March!" the participant rises to the starting position. The position of the hands on the back of the head during the test remains unchanged. It is necessary to perform the maximum number of repetitions within 30 seconds without violating the conditions.

Result. The maximum number of lifts from the supine position to the sitting position within 30 seconds.

General instructions and remarks

1. It is necessary to control the correctness of the test: in a lying position, hands on the back of the head, the back completely touches the mat, in the initial position the elbows touch the knees, the legs are bent at the knees at an angle of 90 degrees.

2. The test participant's movements are corrected if he starts to make mistakes.

3. The participant should try to perform the test without stopping, but if he needs to make several stops, he should not stop the exercise.

4. Only one attempt is allowed to complete the test.

5. It is forbidden to push away from the mat (carpet) with your elbows during the test.

7. 6-minute run

Equipment. Measured distance (the distance should be measured along a line running at a distance of 15 cm from the inner edge of the track), starting gun or flag. For a more accurate calculation of the distance covered, it is advisable to mark the running track every 10 meters

Description of testing. The test conditions are the same for boys and girls. At the command "Start!" the participants of the race stand in front of the starting line in a high start position. When everyone is ready to start, at the command "Rush" (or after a shot) they start running, trying to cover as much distance as possible. If necessary, it is allowed to switch to walking. 6–8 people take part in the race at the same time; the same number of participants are engaged in counting laps and determining the total length of the distance at the teacher's task. At the end of the 6-minute time, at the signal, the participants of the race finish the run and the distance covered is determined.

Result. The length of the distance that the participant ran in 6 minutes is determined. with an accuracy of 1 m.

General instructions and remarks

  • The treadmill must be level and in good condition. If the test is conducted in a sports hall or on a sports ground, there should be no foreign objects near the distance.

  • 2. Each lap of the distance covered by each participant is recorded.
